The following Supplementary Provisions to the Interim Provisions on the Establishment of Foreign-Controlled and Wholly Foreign-Funded Travel Agencies ([2003]Order 18 of the National Tourism Administration and the Ministry of Commerce) are formulated in accordance with the Supplementary Agreement II to the Mainland and Hong Kong Closer Economic Partnership Arrangement and the Supplementary Agreement II to the Mainland and Macao Closer Economic Partnership approved by the State Council to promote closer economic partnership arrangement between Hong Kong and Macao on the one hand and the Mainland on the other and encourage the service suppliers of Hong Kong and Macao to establish in the Mainland the service enterprises engaged in tourism and tourism-related business.
